Every month, thousands of foreign children are trafficked into the United States. They are drugged and smuggled into the United States, detained by border patrol, held in top-secret compounds, and finally, delivered into the hands of human traffickers by government contractors. Some of the contractors involved in this operation are CIA-affiliated. A sophisticated network of smugglers and traffickers are using the U.S. government as part of the logistical chain of their child trafficking operation.

All of this is openly admitted by Congress and the Department Of Homeland Security.

Since 2021, 85,000 migrant children have gone missing in the United States. Others have been subjected to involuntary servitude, debt bondage, commercial sex trafficking, and possibly forced organ harvesting.

Through exclusive footage, witness testimony, and other documentation, Muckraker has exposed how the United States federal government is facilitating the largest child trafficking ring in the world.

The trafficking operation starts thousands of miles away, in the remote regions of Central and South America. Some children are lured to the United States by digital and radio advertisements promising a better life in America with opportunities for work and education. Others are sold to human traffickers by their own parents, and some are kidnapped off of the streets in their home country.

Before entering the United States, the cartel marks children like cattle. Children are tagged with wristbands to indicate that they are clear to enter the United States. If money is owed, the cartel will get the address where the child is going or of their family back home to extort them should the money not be paid.

Often, adults can be seen carrying children across the border who are incapacitated. This is an indicator that the child has no relation to the adult carrying them and could mean that the child has been kidnapped. Border Patrol does nothing when they see this. They simply book the adult and the child in as if all is normal.

Some of these children are part of recycling rings. They are used as pawns by human smugglers and passed off to single adults looking to enter the US under the disguise of a family unit. These children are then smuggled back into Mexico where they can be used as a pawn many more times.

According to a Florida Grand Jury Report:

In February 2019, Belkin Idania Martinez-Parada, a Honduran mother of four, agreed to a scheme to rent three of her four children, ages six months to twelve years, to three different Honduran men so they could pass through the Texas border as families.

After apprehension, border patrol has 72 hours to release unaccompanied children to the supervision of the Department of Health and Human Services (also known as HHS). While awaiting processing and placement with a sponsor somewhere in the United States, children are held in top-secret compounds, run by government contractors in conjunction with the Department of Homeland Security. A few compound locations in the state of Texas include El Paso, Pecos, Eagle Pass, Carizzo Springs, and many more across the Rio Grande Valley.

These compounds are highly secure and resemble concentration camps. This compound in Pecos, Texas is double fenced with guard towers and flood lights.

Why is this level of security needed for a compound that only holds children?

Other compounds have been established in former shopping centers. Southwest Key, an NGO that shelters illegal alien children and escorts them to their sponsors, holds children in repurposed Walmart centers.

Southwest Key is an NGO with a checkered past.

In 2018, Southwest Key employee Fernando Magaz Negrete was charged with child molestation after sexually assaulting a 14-year-old girl at a Southwest Key facility.

Again in 2018, the Arizona Republic published a video showing children being abused at a Southwest Key facility.

Finally, In 2019, a Southwest Key employee was sentenced to 19 years in prison for sexually abusing children at a Southwest Key facility and exposing them to HIV.

Despite these events, the budget of Southwest Key continues to increase. In 2023, the NGO was awarded 770 million dollars.

While children are held in these compounds, the Office of Refugee Resettlement, also known as ORR, works to establish contact with the sponsor of each child.

Often, an unaccompanied child will cross into the US with the name and phone number of a sponsor somewhere in the US, this is usually the only information ORR has to work with.

At this point, ORR goes through a process of attempting to verify the identity of the sponsor and their relation to the unaccompanied child.

This process is criminally negligent.

For a sponsor to prove they are the parent of an unaccompanied child, all they must provide is the child's birth certificate. Keep in mind, that there is no other form of identification cross reference with the birth certificate. The verification process is conducted by sending pictures of documents over WhatsApp, a means by which forged documents can be passed off with relative ease.

Many of the sponsors are illegal aliens themselves.

Sponsors fall under 5 categories:

Category 1: Parent or legal guardian.

Category 2A: A brother; sister; grandparent or other immediate relatives (e.g., aunt, uncle, first cousin) who previously served as the UC’s primary caregiver.

Category 2B: An immediate relative (e.g., aunt, uncle, first cousin) who was not previously the UC’s primary caregiver.

Category 3: Other sponsor, such as distant relatives and unrelated adult individuals.

Category 4: No sponsor identified.

Roughly 2/3rds of all children are sent to Category 2 or Category 3 sponsors.

Under the Biden Administration, ORR has eased the sponsor vetting procedure in order to expedite the child processing pipeline due to the unprecedented inflows at the southern border.

On March 31st, 2021, the ORR issued Field Guidance #11, ending the background check requirement for category 2 sponsors, the sponsor category for almost 50% of children.

It is known to federal and state governments as well as ORR case managers that many of these so-called sponsors are human traffickers.

In a 2016 congressional report, it was admitted that children are:

“brought into the United States by human trafficking rings.”

and that:

“[t]he United States is a source, transit, and destination country for men, women, transgender individuals, and children—both U.S. citizens and foreign nationals—subjected to sex trafficking and forced labor.”

In a report published on September 6, 2023, by the Department of Homeland Security Office of Inspector General, it was admitted that:

"DHS may unknowingly release migrants, including children, to potentially unsafe conditions or smuggling operations."

Finally, in a report filed by a Florida Grand Jury in March 2023, it was found that:

"ORR is facilitating the forced migration, sale, and abuse of foreign children."

and that:

"The process exposes children to horrifying health conditions, constant criminal threat, labor and sex trafficking."

The report goes on to state:

"One address in Texas had 44 children sent to it; another had 25. One sponsor in Bonita Springs, Florida, had multiple children sent to multiple addresses, and he applied using different versions of his hyphenated surname. One address in Austin, Texas, had more than one hundred UAC released to a single-family dwelling."

Shockingly, the grand jury found that an employee of ORR

"...was fired for reporting a case of suspected human trafficking (of over 100 UAC shipped off to a single house in Texas) to a government hotline because her ORR superiors refused to investigate the matter."

Once ORR has vetted a sponsor, children are escorted by government contractors from holding facilities into the hands of the sponsor somewhere in the United States. Contractors involved in this step include Southwest Key and MVM.

MVM is a private security contractor founded by 3 former Secret Service agents. The company has been granted $369.5 Million in order to PROVIDE STAFFING AND RESOURCES NECESSARY TO ARRANGE TRAVEL AND ESCORT FOR UC IN ORR CUSTODY.

After 9/11, MVM was contracted by the NSA and CIA to provide armed security in Iraq.

More recently in 2018, MVM won a contract to conduct research for the FBI's High-Value Detainee Interrogation Group, a program implemented to conduct overseas interrogations of terrorists.

A hot spot for the escorting operations of MVM and Southwest Key is at McAllen International Airport. Every morning, white vans drop off masked children with masked agents who escort them through the airport, onto a plane, and into the hands of their sponsor.

This is what that process looks like.

What happens next?

After delivery to a sponsor, ORR conducts a 30-day wellness check. This checkup consists of placing a phone call to the sponsor in order to verbally confirm the state of the child.

Since 2021, 85,000 or about 1/3rd of these calls have gone unanswered.

There is no police report filed, no case with child protection services, nor is the address of the sponsor flagged as suspicious. The child becomes another statistic.
